بالانجليزية… البرلمان العربي يرفض قرار البرلمان الأوروبي بشأن حالة حقوق الإنسان في البحرين ويطالبه بالتوقف الفوري عن تنصيب نفسه واصياً على الدول العربية

يؤكد البرلمان العربي رفضه القاطع واستنكاره الشديد للقرار الباطل الذي أصدره البرلمان الأوروبي بشأن حالة حقوق الإنسان في مملكة البحرين، ويشدد على أنه يمثل تدخلاً سافراً وغير مقبول في الشؤون الداخلية لمملكة البحرين، ويطالبه بالتوقف الفوري عن تنصيب نفسه واصياً على حالة حقوق الإنسان في الدول العربية.

ويؤكد البرلمان العربي أن ما تضمنه القرار المشار إليه من اتهامات باطلة وادعاءات كاذبة ينم عن جهل تام بحقائق وواقع الأوضاع في مملكة البحرين، ويعكس استهداف ممنهج ومقصود لتشويه ما تشهده المملكة من إصلاحات واسعة وتطورات مشهود لها في مجال تعزيز حقوق الإنسان واحترام حرية الرأي والتعبير.

كان الأجدر بالبرلمان الأوروبي الحرص على التواصل البناء مع البرلمان البحريني المؤسسة الدستورية المنتخبة من قبل الشعب للتأكد من صحة المعلومات والادعاءات من عدمها لا الاعتماد على ما يصل إليه من أفراد وتنظيمات غير محايدة وغير نزيهة مرتبطة بجهات ودول معادية لا تريد الخير والنماء لمملكة البحرين وشعبها.

ويطالب البرلمان العربي البرلمان الأوروبي بالاهتمام بمشاكل الأقليات واللاجئين في المجتمعات الأوروبية وما تتعرض له من انتهاكات مستمرة، كما يُطالبه بالابتعاد التام عن تسييس قضايا حقوق الإنسان واستخدامها كذريعة للتدخل في الشئون الداخلية لمملكة البحرين، لاسيما في ظل وجود مؤسسات دستورية وقضائية كفيلة بتوفير وتطبيق كافة الضمانات اللازمة لحماية حقوق الإنسان في المجتمع البحريني.

ويدعو البرلمان العربي الدول العربية إلى عدم الالتفات إلى مثل هذه القرارات المشبوهة والمغرضة والتعامل معها والعدم سواء، باعتبارها صادرة عن جهة ليست لها سلطة أو ولاية لتقييم حقوق الإنسان في الدول العربية، مضيفاً أن ما تضمنه القرار المشار إليه من مفردات غير مقبولة ولهجة استعلائية، يمثل انتهاكاً صارخاً لمبادئ الأمم المتحدة ولكافة الأعراف والقوانين الدولية التي تؤكد على مبدأ عدم التدخل في الشؤون الداخلية للدول.

ويحذر البرلمان العربي من أن استمرار البرلمان الأوروبي في رفض مبدأ التعاون والشراكة المبني على الثقة مع نظرائه العرب وتبادل الخبرات والقدرات لا في إصدار مثل هذه القرارات المتسرعة التي تسيء إلى العلاقات العربية الأوروبية وتضعها على المحك، وهو ما يفرض على البرلمان الأوروبي أن يكون عند مستوى المسؤولية التي تفرضها المصالح المشتركة والعلاقات الإستراتيجية التي تجمع بين الاتحاد الأوروبي والدول العربية، بدلاً من إقحام نفسه في الانحياز الغير موضوعي لتنظيمات تشجع على أعمال العنف والخروج على القانون تحت مسميات واهية وتُسيء إليه كمنظمة برلمانية قبل أن تُسيء إلى علاقاته مع الدول العربية.

The Arab Parliament refuses the European Parliament Resolution on the Human Rights Situation in Bahrain, and calls for an immediate halt to making itself the guardian of the Arab Countries

The Arab Parliament (AP) reiterated its categorical rejection and strong denunciation of the void resolution issued by the European Parliament (EP) on the Human Rights Situation in the Kingdom of Bahrain, and affirmed that it represents a blatant and inadmissible in-terference in the internal affairs of Bahrain; the AP called on the EP to immediately halt to making itself the guardian of the Human Rights situation in the Arab Countries.

The AP stressed that the false accusations and allegations included in the aforementioned resolution reflect an absolute ignorance of the realities of the situation in the Kingdom of Bahrain, as well as a sys-tematic and intentional targeting to distort the enormous reforms and developments witnessed in Bahrain in the field of promoting human rights and respecting freedom of opinion and expression.

The EP should have communicate constructively with the Bahraini Parliament and the constitutional institution elected by the people to verify the veracity of information and allegations rather than relying on sources neither impartial nor objective of individuals and organiza-tions affiliated to hostile entities and countries that do not want well for the Kingdom of Bahrain and its people.

The AP requested the EP to care about the issues of minorities and refugees exposed to continuous violations in the European societies; and urged the EP to refrain from politicizing human rights issues and their exploit as a pretext to interfere in the internal affairs of Bahrain, notably in light of the existence of Bahraini constitutional and judicial institutions capable of providing and implementing all necessary guarantees for the protection of human rights in the society.

The AP called on the Arab States to ignore such suspicious and ten-dentious resolutions and not to cope with it from being issued by a non-authority body with no mandate to assess human rights in the Arab countries. The AP stressed that the unacceptable vocabulary contents and lordly manner included in the aforementioned resolution represent a flagrant violation of the principles of the United Nations and all international norms and laws that emphasize the Principle of Non-Interference in the Internal Affairs of States.

The AP warned that the renunciation of the EP for the principle of trust-based cooperation and partnership with its Arab counterparts as well as the exchange of experiences and capabilities, and the contin-ued issuing of such hasty resolutions might impair the Arab-European relations and put it to the test; the matter that imposes on the EP to be at the level of responsibility proceeding from the mutual interests and strategic relations between the European Union and the Arab States, rather than involve itself in a biased alignment to organi-zations that encourage violence and lawlessness under false nomen-clature that offend it as a Parliamentary Organization before it offend its relations with the Arab Countries.

Urgent: le Parlement Arabe rejette la résolution du Parlement européen sur la situation des droits de l’homme à Bahreïn et exige qu’il cesse immédiatement de s’établir en tant que tuteur des pays arabes.
Le Parlement Arabe affirme son rejet catégorique et son indi-gnation vive de la résolution invalide adoptée par le Parlement européen sur la situation des droits de l’homme dans le Royaume de Bahreïn, et souligne que cela représente une in-gérence flagrante et inacceptable dans les affaires intérieures du Royaume de Bahreïn, et l’exige à cesser immédiatement de s’établir comme tuteur de la situation des droits de l’homme dans les pays arabes.
Le Parlement Arabe affirme que les accusations fallacieuses et les allégations mensongères contenues dans la résolution susmentionnée reflètent une ignorance totale des faits et de la réalité de la situation dans le Royaume de Bahreïn, et reflètent un ciblage systématique et intentionnel visant à fausser les vastes réformes et développements observés par le Royaume dans le domaine de la promotion des droits de l’homme et du respect de la liberté d’opinion et d’expression.
Il aurait été préférable pour le Parlement européen d’assurer une communication constructive avec le Parlement bahreïnien, l’institution constitutionnelle élue par le peuple, pour s’assurer que les informations et allégations sont correctes ou non, ne pas s’appuyer sur les individus et organisations non neutres et impartiaux liés à des entités et pays hostiles qui ne veulent pas le bien et le développement du Royaume de Bahreïn et de son peuple.
Le Parlement Arabe appelle le Parlement européen à prêter at-tention aux problèmes des minorités et des réfugiés dans les sociétés européennes et aux violations persistantes aux-quelles ils sont exposés, et lui demande de s’abstenir complè-tement de politiser les questions relatives aux droits de l’homme et de les utiliser comme prétexte pour s’immiscer dans les affaires intérieures du Royaume de Bahreïn, en parti-culier à la lumière de l’existence d’institutions constitution-nelles et judiciaires capables de fournir et d’appliquer toutes les garanties nécessaires afin de protéger les droits de l’homme dans la société bahreïnite.
Le Parlement Arabe appelle les pays arabes à ne pas prêter at-tention à ces résolutions suspectes et tendancieuses et à les ignorer, puisque ces résolutions sont émises par une partie qui n’a ni autorité ni mandat pour évaluer les droits de l’homme dans les pays arabes, ajoutant que le vocabulaire inacceptable et le ton supérieur contenus dans la résolution susmention-née, représentent une violation flagrante des principes des Na-tions Unies et de toutes les normes et lois internationales qui affirment le principe de non-ingérence dans les affaires inté-rieures des États.
Le Parlement Arabe prévient que le refus persistant du Parle-ment européen du principe de coopération et de partenariat fondés sur la confiance avec ses homologues arabes et l’échange des expériences et des capacités, et non pas à adopter des résolutions aussi hâtives qui nuisent aux relations arabo-européennes et les mettent à l’épreuve, ce qui force le Parlement européen à être au niveau de la responsabilité im-posée par les intérêts communs et les relations stratégiques entre l’Union européenne et les pays arabes, au lieu de s’enga-ger dans une partialité subjective à des organisations qui en-couragent la violence et l’anarchie sous des nomenclatures dénuées et l’offensent en tant qu’organisation parlementaire avant de nuire à ses relations avec les pays arabes.
